This hourlong session reviews the most direct policy interventions to stop data center development—bans and moratoriums—and explores a range of zoning interventions that can be used when bans aren’t an option. We discuss the increasing momentum of local moratoriums and bans and the call for state moratoriums, as well as ways to expressly restrict data centers and increase the power of localities in application and approval processes. Our panel discussion focuses on on-the-ground strategies from organizers and advocates fighting and winning moratoriums and transformative zoning policies, from Maryland to Missouri and beyond.
